My landlord won't let me see the last bill I have to pay, do I have rights to see it?

I live in Oakland, CA my landlord has evaded every attempt for me to see this last water bill (not answering emails, calls, excuses) etc. saying they can just take it out of deposit when I clearly stated I want to pay it separately, but need to see the bill for verification. These terms were outlined in my 30 day move out notice as well. They will not let me see the bill, surely because there is some discrepancy with the actual figures and what they told the house. Do I have rights to not pay until they let me see the bill?
